BC Energy Step Code Updates For 2025

The BC Energy Step Code and Zero Carbon Step Code are being used to help British Columbia meet its goal of making buildings net-zero-energy ready by 2032.

Here are some changes that will take effect in 2025:

Vancouver
Small residential buildings must meet the highest level of the BC Zero Carbon Step Code, and large buildings must meet the second-highest level. These changes will take effect on March 1, 2025.
Port Moody
New requirements for building permits filed on or after January 1, 2025 will implement a timeline and framework to reach the highest steps of both the BC Energy Step Code and the Zero Carbon Step Code.
Burnaby
All new Part 9 residential buildings applying for a building permit must meet Step 3 of the Energy Step Code and EL-4 (Zero Carbon Performance) of the Zero Carbon Step Code as of January 1, 2025.

*EL refers to “Emission Levels”.

The BC Energy Step Code is a tool that helps local governments encourage or enforce higher energy-efficiency standards in new construction. The Zero Carbon Step Code is based on measurable steps, including:
EL-1: Measure Only Performance
EL-2: Moderate Carbon Performance
EL-3: Strong Carbon Performance
EL-4: Zero Carbon Performance

The BC Energy Step Code promotes sustainable building practices and innovation in the industry. It encourages the use of efficient mechanical systems for space and water heating, and the idea that a home’s components operate as a system.

Natural gas amendments to the Building By-law effective March 1, 2025
On November 26, 2024, Council approved new rules for energy and carbon performance.  These rules will require small residential buildings to meet the highest level of the BC Zero Carbon Step Code, while large buildings will need to meet the second-highest level. These changes will come into effect March 1, 2025.
